One Man Shot Dead After Police Car Rammed Three Others Are Arraigned

A man spotted by police near to Essex Street Sunday night about 9:30 p.m. carrying what appeared to be a rifle or shot-gun got into a car with others and drove off with a second car following.

Lynn Police and a State Police officer who witnessed the man walking near to Essex Street with the gun followed the cars and attempted to make a stop on Ingalls Street.

At this point, a car allegedly driven by 24 year-old Brandon Payne of Lynn, rammed into a police car during the attempted stop.

Three Lynn Police officers and the State Policeman fired at the suspect, apparently hitting him several times.

Payne was given emergency medical treatment but was dead on arrival at Massachusetts General Hospital in Boston.

Three others were arrested and later arraigned on a variety of charges in Lynn District Court late Monday afternoon.

Those charges included assault and battery on a police officer and various firearms charges.

Those arraigned are: Sincere Lawson, 24 of New Jersey, Khyron Jolley, 28, of Lynn and 34 year-old James Finley, also of Lynn.

Payne, according to Lynn Police, had a lengthy record.

The Essex County DA’s office is in charge of the investigation into this shooting death.

Although it was not officially confirmed, it is expected that the Lynn officers who participated in this police action will be relieved from duty with pay for a short period while the DA’s office does its due diligence into the incident.
